South Dakota Representative Mark Mickelson, R-13, assessed the 2016 legislative session and discussed major state issues including the recent teacher-pay initiative and the expansion of Medicaid when he spoke at the Rotary Club of Downtown Sioux Falls meeting on Monday, June 27.
 
Program Highlights:
  • Representative Mickelson covered:  Balancing the budget, the Education Bill, Medicaid Expansion
  • The bond rating for SD is AAA—which is unusual for a state with no sales tax.
  • The SD state retirement program is the best in the country, because it has always been totally funded.  Next year it will not be.
  • 40% of the General Fund is spent on Medicaid.  Medicaid is insurance for low income people under 18 and over 65, and all in between who are disabled.
  • The Governor approved a teacher pay raise; the expansion of Medicaid has been put on hold
  • South Dakota is now 26th in household median income---we used to be last.
